ENVIRONMENTAL SERVICES

Objective

Click to EnlargeFunded by the California State Department of Community Services and Development through the Low Income Home Energy Assistance Program (LIHEAP) and Department of Energy (DOE) the objective of this program is to help the low-income community manage their energy bills, provide assistance for energy related emergencies, educate and promote energy conservation, and improve the comfort and energy efficiency of their homes through weatherization.

Weatherization Program

This program provides installation of energy conservation measures (Installed Conservation Measures) to reduce heating and cooling costs for low-income households at no cost to them, thereby improving the energy efficiency and comfort of their homes while ensuring the health and safety of the occupants. In addition to installing measures that would help low income families reduce their energy cost, emphasis is given to education to make them understand the importance of energy conservation.

To qualify for this program, you have to meet the income guideline and have to live in PACE's service area. Home Energy Assistance Program (HEAP)

This program offers a once a year utility bill assistance to households located in about 80 zip code areas in Los Angeles County that have the lowest income and pay the highest proportion of their income to energy.

The service areas for this program are the same as the Weatherization Program. One may refer to the List of Zip Codes. For HEAP application procedures, please see HEAP Application Procedures.

Energy Conservation Measure Inspection Program

PACE is involved in serving the community through DAP, the Direct Assistance Program. DAP is a joint venture between the Southern California Gas Company and Southern California Edison to weatherize low income homes and install energy efficient appliances like refrigerators and evaporative coolers in an effort to conserve energy. For approximately twenty years PACE has been contracted by the DAP program to perform Quality Assurance inspections on homes that have been weatherized throughout many counties in the southern and central California area.

Lead Inspection Services

PACE is also involved in trying to reduce Childhood Lead Poisoning with our Lead Inspection Program. PACE's certified Lead Inspector / Risk Assessors can determine if and where there is lead based paint in your home or business and recommends possible solutions for stabilization and or removal of Lead Based Paint as well as perform post abatement inspections to verify that State standards have been met.

PACE Lead Inspection Program has the following capacity:

• Lead Hazard Risk Screenings
• Full Risk Assessment for lead hazards and recommend safe interim control measures
• Perform a full lead inspection consisting of:

» Visual inspection
» Gathering of building history information
» XRF (X-ray Fluorescent) Inspection
» Pain chip analysis when needed
» Dust, soil and water analysis

• To determine if lead base paint is present and if so where and suggest how to best deal with it to make the dwelling Lead Safe.
• Perform a post abatement clearance inspection to determine if the unit is ready for occupancy

Steven Geraci is a certified Lead Inspector/Assessor and has been taking yearly continuing education classes since 1992. Steven Geraci & PACE have worked in the past with State of California Department of Community Services and Development (CSD) & Department of Health and Human Services (DHHS) on public housing in which a child has been reported to have elevated blood level (EBL)
